This position is under the direction of the Service Planning Manager, with guidance from the Service Development Planners and the Service Planning Assistant Scheduler. The Service Planning Administrator is responsible for the collection of ridership data, survey work, and the supervision and training of Data Collectors. The Service Planning Administrator also provides departmental backup support and assistance on special projects as requested.


 

Responsibilities

  • Trains, assigns, and supervises part-time Data Collectors
  • Plans and assigns daily and weekly work assignments to support data collection on fixed-route buses and special surveys
  • Collects, reviews, validates, and circulates ridership and service performance data using both automated and manual methods
  • Conducts field supervision and special observations as needed
  • Maintains data collection databases, including route mileage and ridership history, and keeps organized hard copy and digital records of survey results and data collection activity
  • Prepares monthly survey progress updates and National Transit Database (NTD) ridership counts
  • Develops charts, maps, and summary reports to support statistical data as requested
  • Produces service change documentation and supports service change process, including exporting running board sheets and other key items
  • Supports Transit Service Delivery & Planning with bus operator bid preparation and implementation
  • Coordinates and maintains records in support of data compliance with the Federal Transportation Administration (FTA) reporting
  • Tracks timekeeping records for Data Collectors and other Service Planning part-time staff to support payroll review processes

Attributes and Skillsets: 

  • Strong organizational skills with the ability to prioritize tasks and manage time effectively
  • Self-motivated and adaptable, with the ability to work independently and on a flexible schedule
  • Demonstrated ability to manage field staff assignments efficiently and cost-effectively
  • Effective verbal and written communication skills for instructions, reporting, and interdepartmental collaboration
  • Proficient in basic math operations, with strong attention to numerical accuracy
  • Highly skilled in basic and advanced Microsoft Excel functions (e.g., VLOOKUP, pivot tables, formulas), Microsoft Access, and general Microsoft Office applications
  • Experience with data visualization and analysis using Power BI
  • Familiarity with transit service scheduling, run-cutting principles, and operations data
  • Willingness and ability to learn and utilize specialized software (e.g., HASTUS checkers module) through technical training
  • Capable of interpreting maps and following written and verbal geographic instructions
  • Possession of a valid California Driver’s License and ability to drive for fieldwork

 

Education and/or Experience: 

A High School Diploma or equivalent is required. Bachelor’s degree in transportation planning, public administration, computer science, finance, engineering, urban planning, or a related field preferred. Experience with data collection, analytics, especially large data sets, statistics, field data collection, GIS, and/or accounting is preferred. Experience in supervision or leadership is desirable.

 

 

Salary Range: $63,748-$88,012 per year (Depending on Experience)

Compensation packages are determined based on a variety of factors specific to each candidate, including geographic location, skillset, the mix of relevant education, certifications, experience level, and performance. At Long Beach Transit, compensation decisions are made considering the unique requirements and circumstances of each position.
