Under the direction of the Capital Program Manager, the Senior Grants Accountant is responsible for all grant and project accounting while working closely with the Capital and Grants Planner, Capital Program Analyst, Project Managers, and various funding agencies. This position requires exceptional organization and communication skills to synthesize multiple data points and translate complex information into comprehensible reporting for end-users. The right candidate is concerned with the accuracy and timeliness of financial reporting, consistently advocates for the best practices, and is motivated by the opportunity to increase internal customer adoption of these practices. Responsibilities

  • Leads analysis and performance tracking of grant and project transactions, including documenting processes, improving collection methods, validating outcomes, and presenting data for corrective actions and decision-making
  • Prepares all workpapers and creates all journal entries to reflect grant and project activity
  • Serves as the department point of contact for Accounts Payable and Accounts Receivable
  • Collaborate with Finance to ensure the accuracy of capital acquisition and disposal data, including funding sources
  • Works closely with the Capital Program Manager, Project Managers, and Finance to verify eligibility and availability of grant funding for capital expenditures and to develop the annual capital budget.
  • Prepares or corroborates and submits close-out documentation for all grant-funded projects in accordance with applicable federal, state, and local requirements
  • Collaborates with Finance to prepare the Single Audit, Triennial Audit, Transit Performance Management, State Controller reports, and other documents. Reviews external input to ensure accuracy and compliance with Reconciles, proposes, and implements
  • Analyzes and adjusts automated accounts receivable, prepares packages for reimbursement by funding agencies, and collaborates with funding officers to resolve billing issues
  • Assesses existing Grant’s accounting policies and proposes improvements that result in a comprehensive audit trail, increased accuracy, and efficiency while retaining data integrity
  • Contributes, maintains, and improves upon procedures for all Grant’s responsibilities and updates related walkthroughs
  • Develop materials and train project managers in the proper processing of project expenditures
  • Represent the Company at various meetings with outside agencies
  • Keep current with any GAAP and GASB accounting changes, FTA compliance, and all FTA and OMB requirements
  • Attend FTA, state, and local agency training to stay informed about the latest reporting requirements and compliance
  • Comply with all safety regulations in the company safety program and report safety-related accidents, incidents, and unsafe work Attends safety-training programs as required
  • Other duties may be assigned

Education and Experience:

Three years’ minimum senior accounting level experience and advanced computer and analysis skills are required. Project Management, Program Management or grants accounting experience preferred. A Bachelor of Science Degree in Accounting, Mathematics or Statistics is required. Excellent oral and written presentation and communication skills are essential.

Salary Range: $84,849 - $117,144 (Depending on Qualifications)

 

Compensation packages are determined based on a variety of factors specific to each candidate, including geographic location, skillset, the mix of relevant education, certifications, experience level, and performance. At Long Beach Transit, compensation decisions are made considering the unique requirements and circumstances of each position.
