Under the direction of the Manager, Capital Programs, the Capital Programs Analyst is responsible for analyzing, reporting, and administering federal, state, and local grants to support the agency's capital and operating activities. The Capital Programs Analyst will structure and streamline grants and project data management to standardize reporting and create a high-quality data environment with information integrity.  

 

Responsibilities

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

  • Develop forecasts and scenario analysis for project information related to budget, scope, cost, and schedules.
  • Research and compile grant and project data and perform various types of financial, descriptive, and statistical analysis.  
  • Explore and present summary data of grant and project expenditures to analyze transactions and propose corrective actions on a monthly, quarterly, annual, and ad-hoc basis. 
  • Utilize interactive data visualization to enhance reporting understanding and usability.  
  • Provide strategic planning support to ensure all project costs are allocated and expended effectively and in alignment with funding guidelines and grants are closed on schedule. 
  • Assist in developing statistical data points for funding applications required by local, state, and federal agencies. 
  • Maintain and support the audit-readiness of all capital program budgets, projects, and grant financial schedules.  
  • Work closely with the Manager, Capital Programs, and Finance to compile grant-funded asset data necessary for regular reporting, reconciliation, statistical analysis, and award close-outs. 
  • Improve and maintain a database that systematically tracks deadlines and funder requirements to ensure project milestones and reports are compliant to secure ongoing funding. 
  • Ensure grant compliance by analyzing budget line activity against funder guidelines and propose adjustments if required.
  • Attend various internal and external meetings to assess and propose improvements for the understandability and effectiveness of grants and capital planning processes. 
  • Coordinate with other department analysts to standardize cross-departmental procedures, information delivery, and performance tracking.  
  • Participate in the cross-departmental Key Performance Indicator team to collaborate, propose, and execute key performance metric improvements. 
  • Attend FTA, state, and local agency training to stay informed about the latest reporting requirements and compliance.   
  • Develops, maintains, trains, and improves upon procedures to apply for and track funding-related deadlines and expenditure progress through an electronic database.  
  • Comply with all safety regulations in the company safety program and report safety-related accidents, incidents, and unsafe work conditions. Attends safety training programs as required. 
  • Other duties may be assigned.

  • EDUCATION AND EXPERIENCE:
  • A bachelor’s degree in accounting, Project Management, Data Science, or a related field is preferred.
  • Three to five years of working experience with economic, statistical, or data analysis is preferred.
  • Program management experience preferred.
  • Experience with federal funding applications or requirements is highly desired.

Salary range:  $69,235 - $93,467 per year (Depending on Experience)

 

Compensation packages are determined based on a variety of factors specific to each candidate, including geographic location, skillset, the mix of relevant education, certifications, experience level, and performance. At Long Beach Transit, compensation decisions are made considering the unique requirements and circumstances of each position.
