The Service Development Planner uses their technical expertise in service planning and scheduling as well as their proficiency with transit operations performance analysis to make effective recommendations and prepare reports and study findings for system-wide continuous improvement and assurance of quality service.  The Service Development Planner supports their counterpart – the second Service Development Planner, as well as the Service Planning Assistant Scheduler and Service Planning Administrator. 

Responsibilities

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

  • Supports planning and scheduling activities to meet service planning goals and objectives as defined by the agency, including the development of service schedules of the bus and water taxi network.
  • Guides the preparation and dissemination of transit data and reports in compliance with Federal and State funding agencies. These reports include, but are not limited to, Short Range Transit Plan (SRTP), Title VI Compliance, and the National Transit Database (NTD).
  • Monitors and evaluates the efficiency and effectiveness of service delivery by applying data analytics and statistical methods to existing LBT operation data sources including the Automatic Passengers Counting (APC) program, GFI farebox, TransitMaster, and Swiftly performance and customer-focused data.
  • Reviews, coordinates, develops, and produces operating schedules, work runs, and all work assignments as compiled in the HASTUS scheduling program for accuracy and compliance with agency policies, labor provisions, and regulations.
  • Prepares cost scenarios based on scheduling and run cutting techniques in the development of service change recommendations.
  • Performs a variety of planning studies that build upon existing conditions, such as service assessments and market research analyses, and utilize relevant programs, such as ArcGIS, to develop and recommend service improvement ideas.

ATTRIBUTES AND SKILL SETS:

  • Knowledge of and/or experience with transit technology including HASTUS, TransitMaster, Swiftly, Remix, etc.
  • Familiarity with intelligent transportation systems (ITS) such as real-time vehicle location tracking, general transit feed specification (GTFS), etc.
  • Supervisory experience in transit planning, scheduling, and/or operations.

 

EDUCATION AND EXPERIENCE

  • Bachelor’s degree in urban studies and planning, transportation planning, public administration, data analytics, or a related field is preferred. A minimum of five years of progressively responsible relevant experience in public transportation is highly desired. A Master’s degree may substitute for two years of work experience.
  • Proficient with Microsoft Office suite including Excel, PowerBI, Access, Word, and Power Point.
  • Familiar with transit scheduling software, including automated scheduling data processing systems, and experience in the bus schedule making process with knowledge of HASTUS.
  • Excellent oral, written, and interpersonal communication skills.
  • Solid understanding of transit planning practices as it relates to bus operations, ridership analysis, demographics, and land use integration.

Salary Range: $80,149- $108,200 per year (Depending on Qualifications)

Actual compensation packages consider a wide range of factors that are unique to each candidate, including but not limited to geographic location; skill sets; relevant education and certifications; depth of experience; performance; and other business and agency needs.  At Long Beach Transit compensation decisions are dependent on the facts and circumstances of each role and it is not typical for an individual to be hired at or near the top of the salary range.
