Under the direction of the Treasurer, the Manager of Accounting is responsible for the agency’s general accounting system and financial reporting requirements. This position manages the personnel in financial reporting, accounts payable and accounts receivable to ensure that the general ledger reflects the agency’s financial activities in a timely, accurate and complete manner. The Manager works closely with the Executive Director/VP of Finance and Budget and the Treasurer to present monthly financial statements to the Board of Directors and assists in the annual fiscal audit and budget preparation.


  • Manages and oversees the agency’s general accounting system and general ledger, including
    accounts payable and accounts receivable
  • Coordinates the month-end closing process and reviews journal entries and reconciliations
  • Reviews monthly financial statements and partners with internal and external parties to research budget-to-actual variances
  • Leads the year-end closing process and participates in the annual audit by providing requested audit schedules and inquiries by auditors
  • Contributes to the preparation of the annual comprehensive financial report
  • Manages the agency’s budget preparation process and develops the budget book for presentation to the Board of Directors
  • Reviews monthly fixed asset transactions and reconciliations in accordance with the
    capitalization policy
  • Oversees quarterly and year-end reporting requirements such as 1099’s
  • Prepares and submits the agency’s Low Carbon Fuel Standard (LCFS) reports with the California Air Resources Board (CARB)
  • Ensures and enforces compliance with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) pronouncements, and any applicable
    regulatory requirements
  • Prepares and responds to internal and external financial data requests
  •  Participates in the implementation of an enterprise resource planning system and other
    accounting systems
  • Translates agency and departmental goals into action plans, and establishes performance
    measures to achieve desired outcomes
  • Coach, motivate and develop staff to mentor growth and productivity, and create a positive
    work environment
  • Conducts performance reviews of direct reports and identifies areas of improvement and development 
  • Share accurate and critical information throughout the agency to promote open communication
    and decision making


JOB DUTIES include:

  • Complies with all safety regulations as stated in LBT’s safety program and reports safety related accidents, incidents and unsafe work conditions; attends safety-training programs as required

  • Promotes continuous improvement and recommends corrective actions to improve efficiency and adopt best practices

  • Maintains complete and accurate records. Continually updates policies and procedures to ensure compliance with all laws and regulations

  • Assigns and prioritizes work activities of assigned staff

  • Develops goals and strategies that align with strategic business initiatives

  • Ensures completion of deliverables with high level of quality

  • Other duties may be assigned

  • Advanced Excel skills to present data in meaningful ways, including reporting and presentations. These advanced skills involve complex formulas and formatting as well as in depth knowledge of Excel tools and functions

  • Experience with maintaining general ledger data files and information systems

  • Comprehensive knowledge and understanding of regulations affecting financial reporting

  • Comprehensive knowledge and understanding of budget development process

  • Knowledge and understanding of financial and milestone reporting principles and systems

  • Flexible, self-starter who can adapt to diverse issues and adapts quickly

  • Organized, detail-oriented and able to respond to quickly changing demands in a timely manner

  • Proven ability to prioritize and manage multiple tasks and activities simultaneously

  • Ability to work as part of a team and across multiple departments


  • A bachelor’s degree in Accounting or other related field is required; Master’s degree is preferred

  • A minimum of five (5) years of progressively responsible experience that would demonstrate the requisite knowledge, skills and abilities to manage a financial reporting team is desired

  • Certified Public Accountant certificate or other professional certification preferred

Salary Range: $107,407 - $126,203 (Depending on Qualifications)
