Under the direction of the Transit Service Delivery Manager, the Service Development Planner is primarily responsible for executing the scheduling and service planning functions of Long Beach Transit (LBT) to ensure that transit services are provided in a safe, efficient and cost-effective manner. Scheduling responsibilities include the development of fixed-route schedules, blocks, operator runs, rosters and the bid process. Service Development Planner duties include route-and system-level planning, service change evaluations, and short- and long-range transit planning, analyzing the need for transit services and developing strategies to match the service to the identified transit needs. The Service Development Planner uses his/her expertise in service planning to determine the resources required for implementing modified or new transit service.   




  • Makes recommendations for improvements, such as more frequent off-peak service that would encourage more people to use transit and customized bus vehicles
  • Schedules and reviews transit services using innovative scheduling practices and HASTUS scheduling software to maximize service effectiveness ensuring accuracy and compliance with agency policies, labor provisions, and regulations
  • Plans and develops improvements to customers and route facilities, in coordination with design and construction sections
  • Performs and monitors on-time performance, including vehicle performance and run- time analysis to identify scheduling improvements to enhance customer travel experience and generate cost efficiency in operation; Produces monthly performance reports
  • Contributes to the management team in the area of strategic planning, setting priorities, budgeting, safety, service quality and labor relations
  • Prepares and disseminates transit data and reports in compliance with federal and state funding agencies; Reports include, but are not limited to, Short Range Transit Plan (SRTP), Title VI Compliance, the National Transit Database (NTD), Section 15, APTA, Jurisdictional Ridership and Bus Stop Improvement Plan
  • Monitors and evaluates the efficiency and effectiveness of service delivery by applying computer database skills and statistical methods on existing LBT operation data sources including the Automatic Passengers Counting (APC) program and the TAP-GFI fare box database system
  • Participates in the development of an integrated transit database on bus stops, ridership trends, customer challenges and monitoring performance measures
  • Prepares cost scenarios based on scheduling and run cutting techniques in the development of service change recommendations
  • Performs a variety of studies regarding routing design, customer travel surveys and market research analyses to recommend service improvement ideas
  • Applies statistical methods and relational database programs to collected transit data related to service planning activities
  • Develops all routes, vehicles and scheduling of fixed-route system, including building timetables, route maps, blocking, run cutting and rostering, while ensuring compliance of LBT employee scheduling policies
  • Responsible for all aspects of bid pick creation and administration with any internal or external changes
  • Assists with the planning, coordination, and execution of public hearings, and information meetings, regarding fixed route service, improvements and budget issues
  • Attends official meetings, both internal and external, related to service and operational issues throughout LBT service area and surrounding jurisdictions
  • Analyzes bus service needs for the development of bus routes and schedules to optimize service efficiencies
  • Coordinates interdepartmental service change activities including data distribution and communication with Maintenance, Service Delivery and Information Technology department, as well as validation of time table publications with customer services
  • Supports electronic service data activities including managing planning and implementation of technology-based initiatives, including CAD/AVL software, APC reporting systems, real-time transit improvement signage and daily operations management programs
  • Problem-solves and mediates conflicting, unexpected and unusual problems requiring positive employee relations skills (e.g., resolution of bidding and operator pay issues

  • Proficient in transit scheduling software, preferably HASTUS
  • Knowledge of and/or experience with transit technology including AVL (Automated Vehicle Location) communication system, passengers counting system and vehicle technology
  • Solid understanding of transit planning practices as it relates to bus operations, ridership analysis and land use integration
  • Supervisory experience in transit survey data collection, customer survey design and on-board transit survey data analysis
  • Knowledge of Geographic Information System (GIS) and spatial data analysis and network assignment concepts
  • Knowledge of market research and statistical theories and methods
  • Ability to gather data and prepare clear and concise reports
  • Ability to establish and maintain effective working relationships with others and to work independently
  • Strong organizational and analytical skills
  • Excellent written and oral communication skills
  • Proficient with Microsoft office software including Word, Excel, Access, Outlook, and PowerPoint



A minimum of five (5) years of experience in the public or private transportation industry with at least three (3) years in scheduling and service evaluation, including use of computer-based scheduling, service/route evaluation, optimizing technologies and cost-benefit analysis. Bachelor’s degree in transportation planning, public administration or a related field is preferred. Master’s degree may substitute for two years’ work experience.
