Under the direction of the Executive Director/VP, Organizational Development and Administration, the Talent Acquisition Manager develops robust strategies to attract highly competent and diverse talent by managing and developing recruitment staff, creating and implementing staffing models, designing effective sourcing strategies, strategic collaboration with departments and forecasting future talent needs.


This position also focuses on developing and managing key relationships with departments, understanding departments’ business requirements, collaborating with those internal customers to execute human capital strategies in line with agency objectives as well as educating and informing agency leadership on matters pertaining to recruitment, hiring, and retention. 




  • Develop a sustainable talent acquisition and hiring strategy
  • Manages the day-to-day services and activities related to talent acquisition functions with employee relations to include hiring processes and practices, development of robust acquisition strategies, and managing effective internal customer relationships
  • Manages the development and implementation of talent acquisition and retention goals, objectives, policies and priorities for each identified department
  • Plans, directs and coordinates the Talent Acquisition Team’s work plan; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures; meets with key staff to identify and resolve recruitment challenges
  • Reform analysis of hiring needs and provide employee hiring forecast
  • Ensures that Talent Acquisition Team activities and operations meet and comply with all mandated and agency policies, procedures, rules and regulations
  • Selects, trains, motivates and evaluates the Talent Acquisition Team; provides and/or coordinates their training; works with assigned personnel to correct deficiencies; implements discipline
  • Attends and participates in professional group meetings; stays abreast of new trends, legislation and innovations in the field of recruitment and impacts of human resources
  • Acts as partner, consultant, and adviser to management by developing and executing strategies to recruit top talent in a highly competitive market
  • Sources candidates from online outlets, social networking, resume databases and networking events
  • Defines, develops, tracks, and analyzes recruitment measures/metrics and reports on effectiveness of hiring initiatives, as well as develops talent acquisition data analytics to influence decision making
  • Offers insight, best practices, and interview preparation to hiring managers
  • Guides candidates and hiring managers through recruiting and on-boarding process
  • Ensures an impressive candidate experience through communication and timely feedback
  • Ensures compliance with all human resources and equal employment opportunity (EEO) policies relating to human resources matters in the hiring process within the agency
  • Ensures that each direct report is made aware of the elements of the safety program, and that those elements are implemented.
  • Assures that proper training is being provided, and that employees are working in a safe manner
  • Suggest measures for improving retention
  • Create and present KPI reports
  • Use sourcing methods for hard-to-fill roles
  • Other duties as assigned

Knowledge of:


  • Principles and practices of human resources management including recruitment, compensation, federal drug testing requirements, benefits, organizational development, EEO and related program areas
  • Methods and techniques of negotiation, conflict resolution, and organizational development
  • Principles and practices of budget preparation and administration; as well as supervision, training and performance evaluation
  • State and local laws, codes and regulations


  • Bachelor’s degree in human resources, business administration, public administration, industrial psychology or a related field from an accredited college or university.  Minimum of five years of verifiable professional human resources experience with emphasis on talent acquisition, which must have included at least two years of management experience. Human Resources certifications are a plus (e.g., PHR, SPHR). A valid CA Class C license and a good driving record are desirable.

Salary Range: $101,241 - $118,958 (Depending on Qualifications)
