The position of Transit Analyst is responsible for providing a comprehensive review of the Transit Service Delivery and Planning (TSDP) department, identifying the cost of all services and programs offered, evaluating on the basis of established strategic priorities and budget objectives within the department and, ultimately guiding the development of the annual operating and capital budget to ensure fiscal sustainability. This includes analyzing and reporting on fixed routes, water taxis, Requests for Proposals (RFPs), Standard Operating Procedures (SOP), operating and capital grants, Key Performance Indicators (KPIs), Dial-A-Lift (DAL) operations, various operating software as well as forecasting future revenues and expenditures.  

Responsibilities

  • Summarizes, analyzes, and interprets field data received from transit services delivery including operator absenteeism, overtime for operators and staff personnel, accidents/incidents and other transit related issues
  • Develops graphs, charts and technical drawings which demonstrates operational trends to include statistical data analysis
  • Performs varied research, data analysis, budgetary analysis, program analysis and computer research functions to support transit services delivery programs and to monitor the performance of transit services
  • Compiles, identifies, and analyzes transit services delivery performance reports, productivity improvement programs and prepares summaries of quarterly reports
  • Tabulates and monitors performance by completing various spreadsheets and analyses; as well as, assists in developing recommendations for improvement
  • Facilitates the preparation and development of the department budget and performs in-depth budget analysis.
  • Collaborates with other department staff to research budget expenditure transactions, variances, trends and forecasts future needs
  • Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures
  • Verify and reconcile invoices to ensure accuracy and financial accountability within the department
  • Participates in department decision making though collaboration with the KPI Team and match resources with agency strategic priorities
  • Presents and communicates financial reports and findings to key management personnel
  • Recommends and promotes best practices to efficiently allocate resources in order to achieve service excellence while maintaining fiscal sustainability
  • Reviews budgetary and operational adjustments throughout the year and assesses fiscal and service impacts
  • Assists with development of operating and capital plan for LBT, and TSDP
  • Performs statistical analysis of data and quality control checks to ensure data integrity
  • Provides strategic analysis and forecasting of key revenue and expense line items to develop short term and long range strategic plans
  • Attends and participates in professional group meetings; as well as, stays abreast of new trends and innovations in the field of transit operations and planning

EDUCATION and/or EXPERIENCE:

 

A Bachelor’s degree in transportation, planning, public administration, project management, computer science, finance, statistics, business administration, or related field is required.  A minimum of five years of progressively responsible work experience in a related field is required.

  • Manage multiple activities concurrently

  • General research and project management experience
  • Technical and Statistical experience
  • Intermediate proficiency in MS Office Suite programs: Word, PowerPoint, Excel, Outlook
