The Executive Director/VP, Organizational Development and Administration (ED/VP) serves as a key member of the Long Beach Transit’s (LBT) executive leadership team (ELT) and is responsible for leading the strategy, development and execution of organizational effectiveness, talent and culture management programs aimed at advancing LBT’s mission and enhancing business results.


The ED/VP will partner with the ELT and key stakeholders to ensure the recruitment, hiring, training, development and advancement of an empowered, value-driven workplace; actively plan, address and forecast future talent needs; and forge a culture that is inclusive of change management based on LBT’s values.


Overall, the ED/VP will offer timely, forward-thinking counsel on all issues related to the organization’s use of talent in support of its focus to prepare employees to make a positive impact in the communities LBT serves. Additionally, the ED/VP leads Risk Management; Labor and Employee Relations for represented and non-represented employees; as well as Environmental Health and Safety functions.






Organizational Effectiveness

  • Works as a strategic thought partner with the ELT to develop and implement specific programs and initiatives aligned with the agency’s organizational strategy and guiding principles
  • Leads the organization’s employee engagement, development and retention initiatives to increase individual and organizational performance
  • Influences organizational decision-making with value-added metrics, analysis and reports that aligns with and supports the agency’s goals and objectives
  • Utilizes technology to optimize processes, business process redesign, as well as execution of standard and customized data analysis and reporting
  • Identifies and implements departmental Key Performance Indicators (KPIs) to actively track, measure and manage the effectiveness and performance, and overall impact on the agency’s core business

Leadership and Talent Management

  • Designs and executes recruitment, hiring, development and retention plans including a comprehensive diversity and inclusion strategy
  • Devises and implements integrated talent management solutions including developmental planning, coaching, performance reviews, succession planning, benefits program and compensation
  • Integrates performance management tools and processes that align with LBT’s values and core competencies
  • Develops and implements a progressive recognition program balancing resources with the need to maintain the agency’s competitive position in the marketplace

Labor Relations and Risk Management, Environmental Health and Safety

  • Fosters forward-thinking, creative approaches with LBT’s union partners to optimize operational efficiencies
  • Leads management in labor contract negotiations and provides comparative analysis of similar type collective bargaining agreements (CBA)
  • Directs and coordinates LBT’s risk management and insurance programs
  • Directs the administration of the General Liability and Workers’ Compensation programs
  • Ensures compliance with applicable federal, state, and local employment laws including, but not limited to EEO, ADA, FMLA, FLSA, OSHA, PPACA, workers’ compensation, etc.
  • Leads the implementation of organization safety programs to ensure a safe, healthy work environment
  • Serves as one of three executive members on the agency’s staff and union pension committees

Knowledge of:

  • All aspects of California state and federal labor laws and regulations as it applies to union and non-union environment, and a thorough understanding of collective bargaining, labor contract administration, as well as CBAs, and their impact on non-union employees and long-term business plans
  • Principles and practices of employee relations and labor relations
  • Workers’ compensation law as it impacts personnel actions
  • Employment, employee relations, organizational development, training, succession planning and retention
  • Diversity and inclusion strategies
  • Strong computer skills including Microsoft Office Suite (Word, Excel, PowerPoint and Outlook) and navigate in web-based environments



  • Bachelor’s degree in Human Resources or Business Management or related field required
  • Master’s degree preferred
  • SPHR certification or similar certification is strongly preferred



  • Minimum of 15 years of human resources management experience of which at least 10 years have been in a senior managerial role (some public sector experience is preferred)



  • Demonstrated, advanced knowledge of leading human resources management principles and practices
  • Well-developed and highly effective listening, communication, presentation and persuasive skills, including the ability to receive, process and present strategic and tactical information to diverse audiences
  • Proven-track record of building and maintaining effective, collaborative relationships with stakeholders including policy boards, public agencies, labor negotiators, counsel and business leaders
  • Demonstrated ability to balance accountability with emotional intelligence when interacting with employees
  • Established experience developing and leading programs promoting diversity, inclusivity, and cultural sensitivity, as well as experience in facilitating employee discussions around these topics


Salary Structure:

Salary Range: $160,000 - $185,000 per year (DOQ), with excellent fringe benefits. APPLY ONLINE.
