  • Overview

    The position of Budget Analyst is responsible for providing a comprehensive review of the entire organization, identifying the costs of every service and program offered, evaluating on the basis of established strategic priorities and budget objectives, and ultimately guiding the development of the annual operating and capital budget to ensure fiscal sustainability. This includes analyzing and reporting on individual departmental budgets and expenditure trends, as well as, forecasting future revenues and expenditures.

    Responsibilities

    • Performs in-depth budget analysis and acts as the liaison with other department staff to research expenditure transactions and trends
    • Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures
    • Proactively monitors and analyzes planned versus actual variances
    • Facilitates the preparation and development of the agency’s budget process
    • Provides technical and advisory services to assist departments in achieving budget objectives
    • Analyzes historical trends and forecasts future needs to lead department staff in developing impactful budgets
    • Participates in agency-wide decision making through collaboration with the Executive Leadership Team (ELT) and the Key Performance Indicator (KPI) Team
    • Objectively determines how to match available resources with Agency strategic priorities
    • Presents and communicates financial reports and findings to key management personnel and provides.
    • Provides the Comptroller with clearly presented information and recommendations that lead to informed decision making
    • Recommends and promotes best practices to efficiently allocate resources in order to achieve service excellence while maintaining fiscal sustainability
    • Reviews budgetary and operational adjustments throughout the year and assesses fiscal and service impacts
    • Tracks and compiles agency KPIs and other measurement reports to achieve organizational goals
    • Provides strategic analysis and forecasting of key revenue and expense line items to develop short term and long range strategic plans 
    • Evaluates financial impact of projects and compares planned versus actual results
    • Conducts budget and performance orientations
    • Recommends fiscal responsibility goals
    • Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of planning and development
    • Other duties as assigned

    EDUCATION and/or EXPERIENCE:

    A Bachelor’s Degree in Accounting, Economics, Finance, Mathematics, Statistics or Urban Planning and three years of professional experience is required; a Master’s Degree preferred. Additional professional experience as outlined above may be substituted for the education on a year-for-year basis. Must possess a valid CA Class C license and an excellent driving record.

     

    Salary Structure:

     

    WAGE BAND G - Hiring range: $73,836 to $80,000 yearly (DOQ), with excellent fringe benefits. Submit resume
