    Under the direction of the Manager of Purchasing, the Procurement Planner is responsible for supporting strategic thought and effective decision making with a focus on delivering analytics that significantly improve spend visibility and highlight areas for improved purchasing strategies, practices, systems and opportunities. Additionally, the Procurement Planner supports analytic initiatives across the organization, with a focus on the establishment of Key Performance Indicators (KPIs) and supporting key strategic initiatives.

    Responsibilities

    PRIMARY AREAS OF RESPONSIBILITY:

    • Software Implementation and Enhancements
    • Analytics and Data Retrieval Supporting Key Organizational Initiatives

     

    ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:    

    Procurement Support and Strategy:

    • Identifies enterprise-wide opportunities for more economic procurements and efficiencies, such as: 1) consolidating purchases to fewer and best performing vendors; 2) using new and more economic sources; 3) putting packages of buys together; 4) development and implementation of Procurement Card program; and 5) other methods
    • In partnership with the Executive Director/VP, Finance and Budget and the Purchasing Manager, develops Goals and KPIs by using and analyzing baseline data
    • Increases efficiency and uses leverage to drive savings by monitoring and analyzing high-volume, low-dollar spending
    • Implements a Purchasing Card system
    • Analyzes local spending and disadvantaged business enterprise (DBE) spending
    • Expands E-Procurement program to improve efficiency and enhance procurement best practices
    • Researches and recommends Long Beach Transit (LBT)’s Purchasing Policy for geographic preference (when using local funds)
    • Partners across the agency to plan and determine future procurement needs and: 1) creates a purchasing plan and budget; and 2) provides full and open competition to the maximum extent possible
    • Prepares analysis on monthly, quarterly and annual reports on LBT spending
    • Analyzes complex acquisitions requiring long-term contracts/agreements, ranging from vehicle to maintenance, repair and operations (MRO) to technology systems buys
    • Analyzes best purchasing strategy for individual buys, including: 1) price analysis; 2) lease vs. buy analysis; 3) operating capital vs. lease analysis; 4) sole-source/single justifications; 5) market surveys; and 6) technical evaluations
    • Identifies and evaluates strategic sourcing partners
    • Ensures contract compliance and makes systems improvements as needed as part of contract administration
    • Acts as project manager on multiple concurrent projects both as sole contributor and as a member of integrated teams
    • Contributes to a more consistent, cost-effective and standardized centralized procurement process across the full procure-to-pay cycle
    • Manages system enhancements and implementations, which includes activities such as documenting processes, helping to design workflows, testing and troubleshooting issues after implementation
    • Recommends changes and/or new practices and procedures to ensure accuracy and success of internal controls, financial reporting and audit compliance
    • Implements and communicates policy and practice changes to the organization   

    Organization-Wide:

    • Develops KPIs and other metrics that advance the organization’s ability to measure results against key performance areas
    • Performs data retrieval and analysis on key organizational imperatives
    • Creates accurate, informative and timely regular, and ad hoc reports
    • Develops and maintains positive working relationships with all stakeholders, including staff, vendors, auditors, project managers and the community at large
    • Other duties as assigned

    DEMONSTRATED KNOWLEDGE OR PROFICIENCY:

    • Analyzing complex administrative, operational, economic, and organizational problems, evaluating alternatives and reaching sound, logical, fact based conclusions and recommendations
    • Knowledge of basic principles and practices of strategic planning and analysis, financial controls, fiscal accountability, and grant administration
    • Advanced Excel (pivot tables, VLOOKUP, macros/formulas), Enterprise Resource Planning (ERP) programs required; some SQL skills desired

      

    SUCCESSFUL EXPERIENCE:

    A minimum of three years of experience in a general procure-to-pay (P2P) environment is desirable with at least two years with significant data analytics responsibilities. This role is both strategic and hands-on with respect to data retrieval and analytics.

    • Planning, organizing and establishing priorities and managing multiple projects simultaneously
    • Displaying integrity, judgement and creativity in decisions
    • Communicating effectively, concisely and persuasively both written and verbally to all levels of management
    • Establishing and maintaining effective and productive working relationships across the organization
    • Compiling and analyzing complex data
    • Displaying data visually, creating compelling presentations which effectively demonstrate the value of analytic deliverables and communicate the key findings, insights and recommendations
    • Performing quantitative analysis
    • Interacting professionally with various levels of LBT employees and external stakeholders including vendors
    • Partnering with Information Technology (IT) to implement and/or optimize ERP and data management systems       

    EDUCATION and/or EXPERIENCE

     

    Bachelor’s degree in a Quantitative Discipline (Statistics, Economics, Mathematics or equivalent) from an accredited university is required. Master’s degree in one of the above areas is preferred. Possess at least three years of experience in a general procure-to pay (P2P) environment with at least two years of significant data analytics responsibilities. Strong interpersonal and presentation skills a plus. An acceptable background check to include a local and state criminal history check and a valid driver’s license with an acceptable driving record is required.

     Salary Structure:
