Payroll Supervisor

Finance and Budgeting - Payroll



Under the general direction of the Accounting Manager, the Payroll Supervisor is responsible for managing all aspects of the agency’s Payroll operations, including semi-monthly, bi-weekly, staff and union payrolls, taxes, as well as W-2 filing. This position also oversees the payroll system including evaluation of and maintenance.






  • Oversees the accurate, compliant and timely processing of payroll information for all staff and union employees
  • Prepares, reviews, verifies, reconciles and maintains records and reports regarding salaries, taxes, voluntary deductions, retirement, unemployment, garnishments, levies and health and welfare benefits
  • Manages payroll workload to meet operational requirements
  • Develops detailed program specifications for automated payroll and data systems
  • Evaluates, tests, coordinates and verifies system and data conversions
  • Prepares feasibility studies of potential system modifications and changes; as well as coordinates system implementations and maintenance
  • Designs and creates interactive analytical reports to help the executive leadership team make sound business judgments using a wide range of visual formats, including reports, dashboards, pivot tables and numerous graph types
  • Develops ad hoc reports to conduct ‘what-if’ analyses and time series forecasting
  • Liaises between payroll and information systems to ensure documentation of system functions and capabilities
  • Audits and analyzes payroll records for accuracy and reasonableness; as well as supports all internal and external audits related to payroll
  • Trains staff in the use of automated payroll and timekeeping systems
  • Secures and manages the maintenance of all payroll records and the payroll/timekeeping system and files
  • Prepares monthly, quarterly and annual payroll reports for both internal and external usage, including both manual reporting and system ad hoc report writing
  • Supervises the preparation of monthly general journal entries and monthly general ledger account reconciliations
  • Oversees the submission of employee/employer contributions to Third-Party Administrators.
  • Interprets new legislation impacting payroll; as well as ensures compliance of payroll-related policies, laws and regulations regarding salary, benefits, retirement, taxes and employee contracts
  • Applies and communicates knowledge of collective bargaining contracts
  • Manages employee and department performance and constantly works towards improvement.
  • Prepares and files quarterly and annual Federal and State Tax Reports and W-2 processing
  • Integral member of the Key Performance Indicators (KPI) team
  • Other duties as assigned



  • Detail orientation, critical thinking and problem-solving skills
  • Ability to train staff on new technologies
  • Advanced skill in sophisticated payroll software, Microsoft Excel and business intelligence report development is required
  • Extensive understanding and knowledge of payroll metrics and report development



Bachelor’s degree in accounting, business, information technology, statistics, or related field is required. Certified Payroll Professional (CPP) designation preferred. Three years of directly related payroll work experience, preferably in a company with at least 300 employees, as well as two years of supervisory experience is highly desirable.


In-depth knowledge and experience of payroll calculation and applicable local, state and federal rules and laws, and experience with collective bargaining contracts with multiple shifts is highly preferred.

Salary Structure:

WAGE BAND G - Hiring range: $5,416 to $6,416 per month (DOQ), with excellent fringe benefits. Submit resume, salary history. This job classification is part of a Supervisory Bargaining Unit and terms and conditions are governed by an applicable collective bargaining agreement.
