Overview

This position reports to the Manager of Maintenance Technology. The purpose of this position is to provide technical and analytic support to the Fleet Maintenance department. The Quality Assurance Specialist duties includes development of technical documents such as procurement specifications, technical scopes of work for equipment improvement projects, inspection guidelines, trend analysis and assistance with complex failures and warranty support.

Responsibilities

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

  • Assists in the development of specifications used for new bus acquisitions and equipment improvement projects
  • Assists the Purchasing department with bid processes, evaluations and drafts Board reports
  • Manages and oversees new bus acquisitions to include in-plant inspection, Quality Control/Quality Assurance (QC/QA) oversight, internal processes of service readiness such as systems commissioning, acceptance inspections and technical problem solving
  • Routinely reviews Key Performance Indicators (KPIs), performs trend analysis and recommends solutions to improve fleet reliability, safety and cost of ownership
  • Develops guidelines for performing Preventive Maintenance (PM) inspections, component diagnosis and replacement/overhaul of major components
  • Periodically conducts internal QC/QA audits of Long Beach Transit (LBT) maintenance practices
  • Communicates interdepartmentally and represents LBT when dealing with external agencies/vendors in a professional manner
  • Oversees special projects, including development of scopes of work, plans resources efficiently, schedules, and tracks projects through completion
  • Monitors warranty recovery, analyzes trends, assists in warranty problem solving and, when necessary, initiates fleet defect contract provisions
  • Reviews and develops internal procedures, Standard Operating Procedures (SOPs) and work instructions
  • Maintains a suite of diagnostic laptop computers, software and related diagnostic equipment as necessary to maintain a fleet of revenue buses with a variety of technology                                                                                                                                                                               
  • Assists the Manager in the development of the capital budget, reviews and recommends action pertaining to Request For Change Orders (RFCOs) and tracks project budgets
  • Complies with all safety regulations as stated in the agency safety program, and reports safety-related accidents, incidents, and unsafe work conditions

  • Attends safety-training programs as required
  • Other duties may be assigned

 

 

 

 

Qualifications

QUALIFICATIONS:

EDUCATION and/or EXPERIENCE:

High school diploma or GED equivalent required. Demonstrated experience as a transit bus journeyman mechanic, other heavy-equipment experience will be considered. Excellent understanding of technologies such as engines, transmissions, hybrid electric drive, electronic controller based systems, electric buses and alternative fuels, such as Compressed Natural Gas (CNG). Strong analytical, professional communication skills are required. Previous supervisory experience preferred. Must be able to establish and maintain effective work relationships with other employees. Must be available to work nights and weekends. Must be computer literate with an emphasis in MS Office. Experience with Corvu, and Ellipse is desirable.

 

CERTIFICATES, LICENSES, REGISTRATIONS:

Possession of a valid California Class B driver’s license is required.

 

Salary Structure:

 

WAGE BAND G - Hiring range: $5,350 to $5,945 / month (DOQ), with excellent fringe benefits. Submit resume, salary history.
