Overview

The Talent Acquisition Leader recruits qualified candidates for positions at all levels of the organization, collaborates with department managers on a regular basis and proactively identifies future hiring needs. The Talent Acquisition Leader attracts candidates and is able to fill a high volume of open positions at all levels of the organization, with a particular focus on building a strong core workforce in transit service delivery (i.e., operations).

 

PRIMARY AREAS OF RESPONSIBILITY:    

The Talent Acquisition Leader develops and implements hiring strategies to meet the demands and hiring goals of the organization, while ensuring hiring results produce candidates that fulfill the necessary requirements and reflect LBT’s shared values. This includes:

  • Full-cycle talent acquisition, from sourcing to selection to offer, across all job categories and levels
  • Recruitment pipeline strategy and implementation for volume hiring needs, such as bus operators and mechanics
  • Talent acquisition partnering, planning and problem solving with hiring managers
  • Generalist functions that support talent acquisition, such as compensation surveys and employee engagement support and monitoring

Responsibilities

Talent Acquisition:

  • Meets hiring goals by identifying, sourcing, recruiting, and screening highly qualified candidates across all job categories and levels
  • Partners directly with the Executive Leadership Team (ELT) to understand the intricacies of their business, assess talent needs and provide strategic guidance/counsel
  • Assists managers with the development or revision of job descriptions to ensure roles address competencies and skills needed and are fillable in the job market
  • Partners with hiring managers to build comprehensive recruitment plans, clarify required job skills and competencies, and use the best sourcing strategies and techniques for each job category
  • Develops a pipeline strategy that proactively funnels candidates into constant, high-volume hiring needs with a particular emphasis on bus operators and mechanics
  • Sources candidates using networking, social media, events, competitive intelligence/research, sourcing tools and Talent Management Programs such as employee referrals, diversity, local colleges and other recruitment outreach
  • Ensures requisitions are complete, opened, activities/candidates tracked and closed in Applicant Tracking System (ICIMS)
  • Partners with senior level Human Resources (HR) staff on employment branding strategy to better positon LBT in the job market and promote its value proposition
  • Coordinates the advertising process, including writing and placing ads while ensuring optimal cost-effectiveness. Recommends the most appropriate and effective advertising sources. Tracks the effectiveness of the various advertising strategies in order to continually improve process
  • Reviews resumes against job requirements, conduct candidate phone screens/assessments against qualifications and present to hiring managers
  • Uses appropriate selection techniques based on the role and selection process for each job category
  • Shepherds candidates with a high sense of urgency through the selection and testing process to minimize candidate fall out
  • Ensures that all hiring selection processes, such as testing protocols, background checks, completed applications, references, and other conditions of hire are met for each job category prior to offer stage
  • Ensures all recruitment activities are in compliance with Equal Employment Opportunity (EEO) laws and organizational policies and procedures
  • Obtains and assure all appropriate documents are in place prior to making final job offers, and ensures offer letters follow all LBT protocols and are completely accurate
  • In conjunction with the HR Manager and Executive Director/VP, ensures the integrity of the wage and salary, by following established protocols which includes; but is not limited to making appropriate wage and salary offers
  • Partners with HR Manager and Executive Director/VP to develop talent acquisition reports and metrics that enable analysis to improve recruitment performances, such as time to fill, cost to fill and new-hire retention rates
  • Maintains strategic relationships with professional associations, local colleges, universities and vocational schools to support pipeline strategies and internship programs
  • Provides coaching and mentoring to junior recruiters and share best practices
  • Other duties may be assigned

 

HR Generalist:

  • Works with HR Manager on salary survey information and provide updates to ensure competitiveness in the job market
  • Creates accurate, informative and timely ad hoc and regular reports
  • Develops and maintain positive working relationships with all stakeholders, including staff, vendors, the ELT, internal audit, project managers, advertising media and the community at large

 

QUALIFICATIONS:

DEMONSTRATED KNOWLEDGE OR PROFICIENCY:

  • Knowledge and proficiency in using social media, jobs websites, Internet research, data-mining and sourcing techniques
  • Knowledge and proficiency using a variety of selection techniques, such as behavioral interviewing, and adhering to employment compliance laws and regulations
  • Intermediate proficiency in MS Office Suite programs, Word, PowerPoint, Excel, Outlook
  • Experience mining an ATS and generating reports to monitor hiring metrics and sourcing productivity

Qualifications

EDUCATION and/or EXPERIENCE

Bachelor’s degree in Human Resources or related field or equivalent experience is required. Minimum of 5 years of recruitment experience required to include recruiting, interviewing, marketing, advertising composition and interaction with the public. Experience preferred in mechanic or operator recruitment and/or other industrial-type recruitment. Experience establishing successful pipeline strategies for high-volume job categories, working with community resources, such as vocational schools, and community colleges. Impeccable relationship skills working with hiring managers and external hiring resources is highly desired.

 

Ability to work on-site at agency’s main facility in Long Beach, occasionally travel to LBT’s secondary facility, and occasionally come into the office outside of normal business hours (before or after) to accommodate needs of working candidates. An acceptable background check to include a local and state criminal history check and a valid driver’s license with an acceptable driving record is required.

 

Salary Structure:
